There are many
different tax reform plans being considered at this
time. CATS has spent almost a decade of research
carefully investigating all forms of taxation and
what impact they have on individuals, businesses, and
society at large.
What we discovered is that income
taxes are inherently destructive and open the door to
abuses by the agency in charge of collecting them.
Witness the IRS!! On the other hand, sales taxes have
proven to be relatively free from these types of

So, what we
propose is that Congress should eliminate the IRS and
all income taxes, corporate and personal; estate,
gift and inheritance taxes, plus many excise taxes;
replacing them with a single-rate tax on consumption
